The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is seeking comments from state, local, tribal, and territorial emergency management practitioners on the draft FEMA Damage Assessment Operating Manual. The manual establishes national damage assessment standards developed from historic lessons learned and best-practices already in use by state, local, tribal and federal emergency management agencies. The manual is built using a framework that encourages local information collection, state or tribal verification, and federal validation. Previous versions of such manuals have focused exclusively on the federal role. This document better highlights and provides guidance to state, local, and tribal governments on their role in the assessment. The draft manual is posted here. This survey is part of a research project soliciting R&D requirements from local, tribal, territorial, private sector, state, and federal emergency managers, along with other professionals.

FEMA is hosting a series of 60-90 minute engagement webinars to discuss the update of the Federal Interagency Operational Plans (FIOPs). All webinars are open to the whole community, which encompasses—individuals (including those with disabilities and others with access and functional needs), businesses and nonprofits, faith-based and community groups, schools, and all levels of government. The sessions are scheduled for:

If you haven’t taken a look at the FirstResponder.gov website in awhile, recommend spending some time there.  The site has links to some of the information that used to be on the Lessons Learned Information System (LLIS).  There are reports on the use of social media in emergency management, and a Body-Worn Video Cameras for Law Enforcement Assessment Report, as well as regular updates on DHS Science and Technology (S&T) projects.

Building on the work from the past several years, FEMA is coordinating the National Planning Frameworks. The National Planning Frameworks, part of the National Preparedness System, set the strategy and doctrine for building, sustaining, and delivering the core capabilities identified in the National Preparedness Goal. They describe the coordinating structures and alignment of key roles and responsibilities for the whole community and are integrated to ensure interoperability across all mission areas. Over the next several weeks, the whole community will have the opportunity to support the refresh effort and submit their comments and ideas for consideration.

The comment period opened Tuesday, May 12, 2015 and closes Wednesday, June 3, 2015 at 5:00 PM EDT.
